In hindsight, people often second guess oppressed groups who seem to submit to their tortured fate. In reality, there are many terrifying and logical reasons to go along with policies that are harmful.

What rights would have to be taken away before I would protest?
Before I would get arrested?
Fight?
Kill?
For others rights even if I was not affected?
Keep in mind that resisters do not know the outcome of the events as they unfold in real time. There are often "choice-less choices" involved.
